Introduction
Jammu and Kashmir, a union territory has had a chequered past. The people have suffered a lot especially since the onset of the ongoing insurgency/ terrorism since the year 1990. The sufferings arise from loss of near and dear ones, collateral damage and disruption of daily life, which has left the people hopeless and disgruntled.
The Indian Army has been working towards alleviating the sufferings of the people since its deployment commencing in the year 1990. These people friendly initiatives took a formal shape in the year 1998 with the launch of “SADHBHAVANA”, primarily meaning measures taken to help the people, thus seeking the cooperation and Goodwill. This was necessitated as the terrorists had destroyed schools, bridges and government buildings and there was total breakdown of civil administration.
In the current times, the terrorism levels are extremely low, an elected government is functioning, panchayat representatives have been elected and a semblance of normalcy prevails. Also, the people have a strong urge for peace and development.
However, in recent times there is proliferation of narratives spreading hatred against the Indian State and the Indian Army through sustained propaganda by pseudo intellectuals, biased media and puppet politicians/separatists supported by Pakistan. Hence, it is imperative that the Indian Army reaches out to the Kashmiri people and goes beyond SADHBHAVANA. It needs to engage itself in meaningful perception management activities so as to seamlessly take the conflict from ‘stabilization’ to ‘resolution’ stage with the willing support of the people.
The Army good will school (AGSs) Tsuntwari
Tsuntwari is a beautiful and diverse region located in Jammu and Kashmir, India. It is known for its breath-taking landscapes, snow-capped mountains, and lush green valleys. It is a popular destination for tourists from all over the world. With many initiatives and events, it was found that the youth of Tsuntwari are facing
numerous difficulties. Not only are they deprived of their normal growth and development but there is a constant lure and pressure to succumb to the separatist
thought. They are also deprived of good educational facilities, playgrounds, skill development and job opportunities. Through organisation of various interactive events by IA (International women’s day, Republic day and many more) and positive helping attitude a genuine perception management of a large section of population was achieved as also the needy received support and guidance.
One such measure was establishment of Shaheed Ghulam Nabi Army Goodwill school for the locals of Tsuntwari on 17 Oct 2000. Initially it catered for primary education from nursery to class 5th and subsequently was upgraded till class 8th in the year 2004 and from the next academic year (2023-24) the same will be upgraded till 10th standard. The school was renamed from Army Goodwill School to Shaheed Ghulam Nabi Army Goodwill School to pay tribute to late Ghulam Nabi of Machhal scouts who made the supreme sacrifice while fighting against terrorists on 13 Aug 2000. Presently, the school is being run under the aegis of IA.
Macchal
The area is known for its diverse wildlife, including rare species of wildlife such as snow leopards and Himalayan black bears. The cultural richness of Macchal is equally impressive, with a vibrant mix of Kashmiri, Ladakhi, and Tibetan influences. Visitors can explore the traditional architecture of the region, sample local cuisine, and take part in cultural festivals and events. Despite its challenges, the region’s natural beauty and cultural heritage makes Macchal a must-visit destination for travellers seeking an authentic and unforgettable experience. The youth in all nearby villages do not have basic facilities as existing in other parts of the country with respect to sports and recreation.
The ladies of the nearby Battalion during their visit to these places have time and again contributed in the field of education of young children by taking English & painting classes for the children. They are also teaching at Goodwill Schools being run by the IA. Further, in a bid to do more than that was possible within the realms of “SADBHAVNA”, Battalions approached numerous NGOs to implement many such initiatives for the youth.The local media became more amiable after observing the initiatives undertaken and people friendly measures which were duly covered in the print media, local cable network and on Facebook.
Conclusion
There exists an alienation of the Kashmiri populace from the Indian State due to the disputed legacy, constant political turmoil, poor governance, separatist activities, hostile media and painful memories of the past. These conditions are not conducive for peace and development and hamper complete integration of the people with India. While bulk of the Kashmiris want peace and are fence sitters
(no clear opinion for or against), the minority few who are proxies of Pakistan, radicalized and are working (paid) on an anti-India agenda call the shots and wish to keep the pot boiling. The situation needs to be countered by perception management from the grass root upwards.
While the activities of the other stakeholders are not in our control, the Army with its extensive reach in the Kashmir Valley can provide succour and bring about a
subtle change in the perceptions of the people over a period of time. Projects towards this end do not need large resources nor amounts to lowering our operational readiness and can be completed within the Integral resources of the Units, SADBHAVANA funds and with the help of NGOs.
The most important prerequisite however is the zeal and true empathy for the locals. We also need to overcome pre-conceived notions and prejudices and work with the sole aim of helping and touching many a hearts. The winds of change will follow soon.
